Why do different BIN# lookup sites have different information from others?

For example:

Site one says card issuer is located in Canada.
Site two says card issuer is located in Botswana.

How do we tell which site is correct?
 
It is quite possible that both sites with the bins database are correct. I assume that you searched by 6-digit bin number and got different results. In this case, bin cards may be issued in different countries.
To more accurately determine information on the required bins, you need to look for the first 8-11 digits of the card.
When purchasing a CC, the cardholder's address is included, which he indicated during payment. The address itself may be incorrect, but the country must be correct.
Look for bins in other databases and compare.
