Visa Gift Cards Now Uncardable?

suddenly i can't cad visa vanilla gift cards at drug stores.
why is this?

as far as i can tell, once a retailer gets ripped, they set their pos up so debit cards require a pin, instead of running the debit as credit.

any insight?
any tips?
