How do you find out which BINS work in an area if you are new to that area?

If you are using an out of state BIN, what is a safe amount to swipe for platinum?

i know a site that sells a database of bins, and its cardable, i just found out about it, they'll send you the bins by email in a .zip but you need to card it, it has the 3d system so you need to bypass vbv or securecode
