Will I be able to cash out from ATM using cloned card in post-soviet country? Do I need anything else besides blank card , card reader , software and dumps?

Lately I've been interested in cloning cards , until i stumbled to one problem - cashing out from ATMs has been banned on STRIPE cards if its outside of country. the thing is , there is no way i get dumps from my country (for some reasons) . Whats the other way of cashing out outside of card providers country? is cloning EMV card same as stripe card?
