About discovery card question

The American discovery card in overseas uses ,Must telephone to give the bank first ?Also or has one kind of card, does not need to telephone first .If you knew that please help to explain ,thanks

"Must"? No, but it's hit or miss.

It's good to call ahead before making any large purchase. Otherwise they call the vendor and ask to speak to you.
