Several thousand Russian citizens said "no" to the collection of biometric data.

Since the beginning of August, there has been an increased demand for the service of refusal to collect and store biometric data of citizens in various regions of Russia.

So, according to the Kommersant publication, in Bashkortostan, the hype around this service has become noticeable since mid-August. The MFC of the republic reported that if in July of this year 5 thousand "refuseniks" applied to them, then in August this figure increased to 14 thousand. Similar trends are observed in other regions. In Dagestan, for example, in the ten days from August 21 to August 30, 11 thousand applications for refusal of biometric data were submitted, which is a significant jump compared to 4 thousand applications for the entire previous 2023 year. Since August 24, the MFC of Udmurtia has received 4.7 thousand applications. In the Amur Region, only on August 28, 1.6 thousand "refuseniks" applied to the MFC.

Interestingly, among the citizens who applied, there were many whose biometric data was never collected and was not available in the databases.

The reason for this activity was messages distributed in instant messengers that a" refusal " application can allegedly be written only until August 31, after which citizens who did not do this will allegedly be monitored, forcibly photographing their faces through ATM cameras and recording voices through calls from Rostelecom.

Over the past week, government officials have tried to refute widespread rumors about the existence of a deadline for biometric data. For example, back on August 26, the press service of the Moscow public service centers stated that "there are no restrictions and false information is being disseminated." And on August 25, instructions on the refusal procedure were published on the website of the Center for Biometric Technologies (CBT).

The State Unified Biometric System (GIS EBS) was introduced in Russia in 2018. At the end of 2022, President Vladimir Putin signed a law on the operation of this system. All organizations that collect biometric data (in addition to banks, for example, notaries) must transmit it to the state system, notifying their clients of the transfer of such information at least 30 days in advance. Sberbank became the largest in terms of biometrics collected.

On June 1, the provision of Law No. 572, which allows citizens to submit applications "for refusal to collect and post biometric data" in the MFC, came into force. The rules and application form were approved in March 2023 (by Decree of the Government of the Russian Federation No. 478). So, the application must be submitted "on paper" together with the citizen's passport and SNILS. The MFC, in turn, must issue a written confirmation to the "refusenik" and send the information to the GIS EBS within a day. At the same time, there are no reservations in the text of the law and the government decree that the deadline for accepting applications is August 31.

The Ministry of Digital Development of the Russian Federation stressed that the delivery of biometric data was and remains voluntary.
