The Ministry of Industry and Information Technology of the PRC announced that mobile operators will be obliged to issue SIM cards based on biometric data only. Now users who want to get a new SIM card must provide not only passport data, but also undergo a face scan.

MPIT said the move is part of its efforts to “protect the legitimate rights and interests of citizens in cyberspace” and to combat telephone and internet fraud. In addition to the facial recognition test, phone users are also prohibited from transferring their mobile phone numbers to other citizens, and it is also recommended to check whether the numbers are registered under their name without the consent received from them.

China became the first country to oblige its citizens to submit biometric data to connect to a particular service.

In many countries, commercial or government companies may ask users to submit biometrics, for example, banks in Russia to be able to open a remote account. However, in Russia, people have the right to refuse to submit biometric data.

Many experts believe that in this way, the Chinese authorities are increasing the total surveillance of the country's residents, as well as the identification of their every step. In addition, such a system reduces the opportunities for anonymous communication in China.
