US prosecutors believe that generative neural networks should be brought before the law.

On Wednesday, the attorneys general of all 50 US states sent a letter to Congress calling for the establishment of an expert commission. According to the plan, this commission should study the role of generative AI in the creation of child pornography.

"We have deep and serious concerns for the safety of children in our jurisdictions," the letter reads. Prosecutors also emphasize that despite the active prosecution of Internet crimes against children and adolescents, neural networks open up new horizons for violators.

Image synthesis algorithms such as Stable Diffusion make it easier to create illegal content. Unfortunately, with the development of technology, these tools are gaining more and more fans, and since many of the AI models are open and work locally, there are no reliable control mechanisms. It is reassuring that some well-known programs, such as Midjourney, DALL-E, and Adobe Firefly, already have built-in filters against creating pornographic content.

Artificial intelligence is good at generating deepfakes. The program can create a realistic image in seconds by superimposing the face of one person on the body of another.

Law enforcement officials believe that the availability of even unrealistic child pornography created by a neural network contributes to the normalization of violent actions against minors. There are already laws in the United States that prohibit certain types of fictitious content, but the question remains open.

Prosecutors offer several solutions. First, it is necessary to create an expert commission that will study generative technologies and their use in such crimes. Second, Congress should expand existing restrictions on sexual content, including those created with the help of AI.

The authors of the letter call for active action, emphasizing that "now is the time to act."
