    Some BINs get abused so the bank takes measures. Search for BINs from your state, credit Platinums are nice too. Experiment with different BINs - don't let the vendor pick the BINs, their "good BINs" are shit.

    If the payment reverses, then maybe. But big companies like eBay have better things to do, chillax. I'd clear any evidence if it was a high value item - but other than that, you're fine.
